Roadworks are forgiven when understood: warned in advance, diverted sensibly, finished when promised. This survey measures the communication around the cones – advance notice reach, diversion signage sense, business access maintenance, and the timeline honesty that residents track against the sign's optimistic dates.
Separate residents from businesses when you read the results. A diversion that mildly inconveniences a commuter can remove a shop's entire passing trade, and averaging the two produces a comfortable score that misrepresents the people bearing the real cost.
The still-there-past-promise resentment is measurable and preventable: updated signage costs less than the trust it saves. Communities are markedly more tolerant of an overrun that is acknowledged than of a completion date that has silently passed on a sign nobody changed – and the resentment does not stay attached to the scheme. It transfers to the authority, and it is still there for the next set of works.
