What file types can applicants upload?

Images, PDF, CSV and text by default — and each question can narrow that (say, PDF only) with its own size cap.

Can late applications be stopped automatically?

Yes — on the Collect tab, open the link's Settings and set Closes at: the link refuses submissions after it, with your own closed message.
