Every pothole report is a trust transaction: the resident gave information, the city owes an outcome. This follow-up survey – sent when a request is marked resolved – verifies the resolution actually happened, rates the time and the updates along the way, and measures whether the resident would bother reporting again.
The would-report-again score is civic-infrastructure health: when it drops, problems stop being reported, not happening – and the marked-fixed-but-is-not answers catch the closure-theatre every 311 system drifts toward.
