Career services are judged at graduation by a question asked too late: did any of it help you get hired? This survey asks earlier and specifically – which services were used, what each concretely produced (interviews, referrals, a better CV that got responses), and what the job search needed that the office did not offer.
The concretely-produced framing separates busy services from effective ones; footfall at the careers fair is not an outcome, the interview it generated is.
