Programmes designed from assumptions serve the assumptions. This needs assessment asks residents to rank the issues that affect them, name the services they cannot access today, and identify the barriers – cost, distance, hours, trust – standing between them and the help that exists.
Run it before every programme cycle and publish what you heard; a community that sees its answers reflected in your programmes answers again next year. The barriers question routinely redirects budgets from new services to fixing access to existing ones.
