Notification strategy is a permission economy: each interruption spends trust that muting ends. This research maps the budget – which notification types users value versus tolerate versus resent, channel fit per type, and the mute trigger moments where the relationship broke.
The already-muted segment with reasons is the recoverable audience: re-permission flows built on their answers win back a channel ads cannot buy.
